Would anyone recommend a Subversion + Trac offsite hosting for private
projects?
Security, reliability, and safe from FBI prying eyes (to some extent)
are the requirements.

When I start with a new client they sign up for a VPS with Slicehost
($20 a month).
I use deprec to install and setup subversion and trac in about 30
minutes.
I also use deprec to setup a staging server on the slice so clients
can watch progress.
When the project is over the client is free to cancel the slice if
they want.

I’ve been using svnrepository.com for about 9 months now. For
$6.95/month you can have unlimited SVN/Trac repositories, and it’s easy
to do backups of both SVN and Trac. They also allowed me to import my
existing repositories.
