It seems to be down.
I’m not sure about rubyforge.net, but rubyforge.org is down for awhile
for a
server migration. Just read about it on the ruby-talk mailing list. I
was in
the middle wrapping up a patch to a project. What timing! 
Anyway,
the
new server will be good for us all. I’m sure it’ll be back up before too
long.
