Just a hunch… can you require any of the gems with mingw32
dependencies?

Notice how they both have mingw32 in the version. They’re built on
operating system specific libraries. In Windows, they need mingw32 to
build.
Wondering if the require problem you’re having is related to mingw32
instead of just Nokogiri.
