という URL が書いてありますが、存在しなくなっているようです。

#1423 と同様に検索してみた (

元々外部のオプショナルなものが消失しただけなので、ext/iconv
としてはどうすることもできません。せいぜいその二つのファイルを削除するくらいですね。
