Unable to access shared folder public images on Ubuntu server Apache and passenger configured my rails application, deployment using Capistrano

Images are not loading in staging site
error: Forbidden
You don’t have permission to access /system/files/7975/original/gmatt.png on this server.
Apache/2.4.18 (Ubuntu) Server at 111.111.12.11 Port 80

Capistrano deployment is went perfectly and I am able to access the site but not images(Images not loading)
